Article 3 – Members and Observers
1.
Members of the ENELC shall comprise European local and regional
authorities belonging to a member State of the Council of Europe that
has signed the ELC and expressing a wish to join the ENELC, to
participate regularly in its activities and to help achieve its aims.
Article 4 - Contributions
1. Members shall pay annual contributions as specified by the General Assembly referred to in Art. 7.
On the occasion of its third meeting (Strasbourg, Council of Europe, 15 September 2009), the General Assembly of RECEP-ENELC established that from 1 January 2010 onwards the payment of the annual contribution by RECEP-ENELC Members should be made according to the following indications:
- Regions and all other territorial authorities included in levels 1 and 2 of the NUTS list (EU) should pay the annual contribution of € 12.000,00 (twelve thousand euros);
- Provinces and all other territorial authorities included in level 3 of the NUTS list (EU), as well as municipalities with more than five thousand inhabitants, should pay an annual contribution of € 3.500,00 (three thousand five hundred euros);
- Municipalities with less than five thousand inhabitants should pay an annual contribution of € 1.000,00 (one thousand euros).
The above mentioned decision was taken by the General Assembly on the basis of Article 4.1 and 7.7 of the Statute, bearing in mind the decisions made by the Assembly on the occasion of previous meetings, and the list of EU nomenclature of territorial units for statistics (NUTS).

4. The official acts of accession to RECEP-ENELC adopted by the local/regional authorities
concerned shall be addressed to the President and, for information, to the Director.
5. In order to check the respect of the relevant Statute’s provisions, the General Assembly or the
Executive Board shall examine the official acts adopted by the interested local / regional authorities
with a view to their accession to RECEP-ENELC.
