On the occasion of the 1st Biennale toscana del paesaggio (Florence, 12-15 November 2008), in agreement with the President of RECEP-ENELC, the President of the Tuscany Region Claudio Martini proposed that the Conference to mark the 10th Anniversary of the European Landscape Convention in 2010is organised in Florence - Italy, in co-operation with the Council of Europe, the Italian Government and the European Networks of local and regional authorities / Universities / NGOs for the implementation of the Convention (RECEP-ENELC, UNISCAPE and CIVILSCAPE). President Martini also referred to the necessity to start a "Phase II" aimed at better implementation of the Convention in Italy.

Following the invitation by the Consell Insular de Mallorca, RECEP-ENELC Executive Board gathered in Palma de Mallorca (Spain) on 24 October 2008. On the occasion of the meeting, the Executive Board:
- welcomed the accession of the Murcia Region (Spain) and Municipality of Altidona (Italy) to RECEP-ENELC ;
- took note of the progress made with regard to the EU co-operation Projects in which RECEP-ENELC is involved (PAYSMED.URBAN, LANDSCAPITALS, H-OPUS, etc.);
- decided to prepare a feasibility study on the organisation of an awareness raising campaign on the implementation of the European Landscape Convention at local level, to be co-financed by the LIFE+ EU Programme;
- took note of the progress made with regard to the EUROSCAPE 2020 process and decided to support Umbria Region (Italy) in the organisation of an international conference focusing on the impact of EU policies on the landscape dimension.
- took note of the progress made with regard to the implementation of Article 5 and 6 of the European Landscape Convention in the area of Biella (Italy), Bagno Vignoni (San Quirico d'Orcia - Italy) and La Real (Mallorca - Spain);
- took note of the final programme of the first Tuscan Landscape Biennial (Florence, 12-15 November 2008); - decided to start a training programme on landscape issues, in Tuscany (Italy), open to public administration employees, in co-operation with HERISCAPE;
- welcomed proposals by the Members concerning the setting up of a RECEP-ENELC technical secretariat (Technical Co-ordination Board - see Article 9 of the Statutes);
- approved the proposals by the Director regarding the reinforcement of the administrative structures of the Network and the creation of anew RECEP-ENELC website;
- had a first exchange of views concerning the organisation of an international event to mark the 10th anniversarty of the European Landscape Convention. For further information, please contact: info@recep-enelc.net

1st Tuscan Landscape Bienenial (Biennale Toscana del Paesaggio): International Conference on the occasion of the 8th Anniversary of the Opening for signature of the European Landscape Convention, Florence Italy, 12-15 November 2008 (programme - updated version 29.10.08).

 RECEP-ENELC supports a Master's degree on "The Project in the European Landscape Convention". This initiative is promoted by the University of Reggio Calabria "Mediterranea" (Italy) in co-operation with the University Consortium of Rieti (italy). The documents presented at the International Seminar on "Landscape Indicators. Challenges and Perspectives", organised by Landscape Observatory of Catalonia on 29 and 30 November 2007 (Barcelona, Spain), are avaliable.

On 16 September 2008 the Regional Assembly of Campania Region (Italy) approved the "Piano Territoriale Regionale - PTR" (Regional Spatial Plan)including the guidelines for the landscape, as an implementation of the European Landscape Convention.

The Autonomous Community of Galicia (Spain) has approved a Law on landscape protectionbased on the European Landscape Convention (Law 7/2008).

In the framework of the implementation Project regarding Articles 5 and 6 of the European Landscape Convention in the area of Biella (Italy), a number of "Landscape Public Assemblies" will be created as from September 2008. Within the assemblies, the populations of the 16 Municipalities conncerned, assisted by RECEP-ENELC and some experts, will be invited to identify and assess their landscapes as well as to express their aspirations with regard to the landscape features of their surroundings. The organisation of the International Seminar on "Paysage européen et mondialisation" (Florence, Villa Finaly, 4-7 May 2009) is now confirmed. The Seminar will be organised by Université Paris 3-Sorbonne Nouvelle (CNRS-UMR 7171 « Ecritures de la modernité ») in co-operation with the Universities of Paris 1-Panthéon-Sorbonne, Florence, IUAV - Venice, Potsdam, Bilbao and Prague. UNISCAPE (European Network of Universities for the implementation of the European Landscape Convention -www.uniscape.org) will support the event.

As an implementation of its working programme regarding the training of civil servants from local and regional authorities on landscape issues, RECEP-ENELC supports courses for municipalities' officials in the area of the Florence's county (Provincia). The courses, promoted by the Tuscany Region in co-operation with "OIKOS Centro Studi", will take place in Florence at Villa medicea di Careggi from 16 September to 23 October 2008. Following its presentation to the European Commission in May last, on 16-17 July 2008 the Selection Committee of the EU Med Programme 2007-2013 selected the transnational co-operation Project PAYS.MED.URBANto take part in the second phase of the application (final application). RECEP-ENELC participates in the Project, together with 14 European territorial authorities (Andalucia, Umbria, Lombardy, Consell Insular of Majorca, Murcia Region, Anem S.A. - Magnesia, Catalonia, Emilia-Romagna, Basilicata, Veneto, Lazio, Valencia Region, Algarve, Tuscany), as associated partner. UNISCAPE - European Network of Universities for the Implementaton of the European Landscape Convention - held its 1st General Assembly in Florence - Villa medicea di Careggi - on 12 July 2008. At the meeting, the 45 UNISCAPE Members:
- elected Prof. Carlo Magnani, Chancellor of the IUAV Venice University (Italy), as President and appointed the Executive Board, including representatives from the following Universities of: Barcelona, Las Palmas de Gran Canaria, Florence, Genoa, Nova Gorica, Paris-La Villette, Port, Reggio Calabria, Seville, Wageningen;
- appointed Prof. Bas Pedroli, University of Wageningen (The Netherlands), as Director of UNISCAPE;
- agreed the working programme for 2008-2009.

Documents presented at the 2nd meeting of the RECEP - ENELC General Assembly (Strasbourg, Council of Europe, 5 May 2008)

A Protocol of Agreement between RECEP - ENELC and the eligible regions within the EU-Med / Programme 2007-2013(Cohesion and regional policy / European territorial co-operation ), was approved on the occasion of the 2nd meeting of the RECEP - ENELC's General Assembly (Strasbourg, Council of Europe, 5 May 2008). At the meeting, t he Protocol was signed by the following political Representatives: Mr Claudio Martini, President of the Tuscany Region (Italy); Mr Carlo Liviantoni, vice-President of the Umbria Region (Italy); Mr Vicente Granados Cabezas, General Secretary for Spatial Planning of the Andalusia Region (Spain); Mr Joan Ganyet, Director General of Architecture and Landscape of the Catalonia Region (Spain). Mrs Gabriella Cundari signed theProtocol as President of RECEP-ENELC and Minister  for Town Planning and Territorial Policies of the Campania Region(Italy). The document is open for signature of all regions eligible within the above-mentioned EU-Med Programme.
